Recent arrests in Lewis & Clark County (August 6)

As of Monday, August 6th, the county jail held 113 inmates (101 for felonies and 12 for misdemeanors).

In total, the county has 134 inmates at various detention facilities. In addition, 51 are PBT (Personal Breath Test) and 39 are SCRAM (Secure Continuous Remote Alcohol Monitor bracelet).

113 clients are serviced by the 24/7 sobriety program. 24 are on pre-trial, 8 are on GPS, and 15 are on house arrest.

The Lewis & Clark County Sheriff's Office provided the following information about several recent arrests: 

  • Jeffrey Lawrence Westfall, 50, of Helena, allegedly rear-ends a vehicle while intoxicated and is charged with his fifth DUI.
  • Julia Elizabeth Floor, 26, of Helena, is charged with her third partner or family member assault, a felony.
  • Katherine Elizabeth Rose, 25, of Helena, is accused of embezzling over $11,000 from her employer.
  • Arlan Curtis Jenkins, 68, of Helena, is charged with his fourth DUI, a felony.
  • Megan Irene Obroslinski, 31, of Helena, is charged with felony theft, felony criminal possession of dangerous drugs, misdemeanor criminal possession of drug paraphernalia, misdemeanor criminal trespass to a motor vehicle, felony burglary, and felony deceptive practices.
  • David Thomas Noble, 25, of Helena, is accused of driving with no insurance, driving with expired registration, driving with a suspended license, and driving under the influence for the fourth time.
  • Cassandra Ashley Larue, 34, of Butte, is accused of stealing multiple items from vehicles in Helena, including guns, Social Security cards, boots, cash, and a silver coin worth $1,500.
  • Erica Marie Graham, 37, of Helena, is charged with two counts of felony assault with a weapon after allegedly throwing dishes and a chair at a man, threatening to damage his work truck, stabbing him with her keys, and then trying to hit him with her vehicle.
  • Christopher Wayne Webb, 34, of Helena, is accused of burglarizing three storage units.
  • Jason Scott Ferguson, 27, is accused of driving drunk and kicking a police officer in the shin. Ferguson is being charged with felony assault on a police officer and misdemeanor DUI. On 7-26-18 an officer saw a vehicle driving down Custer Avenue without a rear license plate light. The officer initiated a traffic stop and observed that the driver, Ferguson, was apparently drunk. Ferguson performed field sobriety tests and was obviously impaired, court documents say. He refused to take a breath test and denied consent to a legal blood draw and then fought with officers, kicking one in the shin.
  • David Edward Neill, 30, was arrested on July 29th at 9 p.m. and appeared in court on Monday. He was charged with a third offense of felony Partner-Family Member Assault, obstructing a peace officer, and resisting arrest. Charging documents say an officer visited a residence in Helena after a female called 911, stated an abusive man broke her thumb, and then hung up. When the officer arrived at the residence, the victim explained that Neill, her ex-boyfriend, was helping her move in. The victim was crying and said Neill grabbed her head, punched her in the chest, and grabbed her thumb during an argument. The victim further explained that Neill had assaulted her in the past. Neill’s bond was set at $5,000. He will be arraigned on August 22nd.
  • Clay James Kroll, 39, is being charged with felony tampering with or fabricating physical evidence and misdemeanor obstructing a peace officer or other public servant. On July 25, officers responded to a report of a man, Kroll, allegedly punching and kicking a dumpster. When they arrived, Kroll allegedly tried to hide behind a dumpster and attempted to hide a lit joint in the dumpster before throwing it into a dry field. Officers attempted to place Kroll under arrest as he walked away, and he later refused to let officers put handcuffs on him. Kroll was arrested and taken to the Lewis and Clark County Detention Center.
  • Casey William Abel,33, is being charged with two felony counts of criminal possession of dangerous drugs and one misdemeanor count of criminal possession of drug paraphernalia. On July 31, a deputy made a welfare check in Lewis and Clark County. They found Abel on the scene sitting in his vehicle and saw a syringe in plain view in his car. Abel allegedly told the deputy that the syringe was loaded with meth.
