MT Senate committee approves bill to honor Deputy Dunn with highway memorial

HELENA -- The Committee on Highways & Transportation of the Montana Senate on Thursday unanimously approved a bill that would name a portion of I-15 after fallen Cascade County Sheriff's Deputy Joseph Dunn.

Dunn was hit and killed in August by a vehicle being chased by law enforcement officers near Belt in August 2014.

The 33-year old father of two served in the U.S. Marines on the battlefields of Afghanistan, and is remembered as a man who served his family, his country, and the residents of Cascade County.

Many people testified in support of Senate Bill 332 to create a memorial highway in honor of Deputy Dunn between Great Falls and Ulm.

Cascade County Sheriff Bob Edwards says Dunn was the "poster child" of what it means to be in law enforcement.

Edwards noted, "This was a man who worked 12-plus, 13-plus hours a day and go home and make time for his wife and his children, something that is very rare in law enforcement."

There was no vocal opposition to the bill.


(February 18, 2015) It's been nearly six months since Cascade County Sheriff's Deputy Joseph Dunn was killed in the line of duty, and now, a section of Interstate 15 just south of Great Falls could serve as a memorial to honor the fallen law enforcement officer.

Montana State Senator Ed Buttrey (R-Great Falls) has proposed Senate Bill 332 to establish the "Joseph J. Dunn Memorial Highway" on a stretch of I-15 between Great Falls and Ulm.

Cascade County Sheriff Bob Edwards said of the initiative, "Some folks wanted the Belt Highway dedicated to Joe, and I get that, but it's my understanding that has already been dedicated to a former governor, and I know they were going to do their research on it and ultimately it ended up being this stretch of highway up here, which is good as well because it's right by the Sheriff's office."

The bill is being considered the Senate Highways and Transportation Committee.

SENATE BILL NO. 332

INTRODUCED BY E. BUTTREY

BY REQUEST OF THE SENATE HIGHWAYS AND TRANSPORTATION STANDING COMMITTEE

A BILL FOR AN ACT ENTITLED: "AN ACT ESTABLISHING THE JOSEPH J. DUNN MEMORIAL HIGHWAY IN CASCADE COUNTY, MONTANA, ON INTERSTATE 15 BETWEEN GREAT FALLS AND ULM, ADJACENT TO THE OFFICE OF THE CASCADE COUNTY SHERIFF'S DEPARTMENT; DIRECTING THE DEPARTMENT OF TRANSPORTATION TO INSTALL SIGNS AT THE LOCATION AND TO INCLUDE THE LOCATION ON THE NEXT PUBLICATION OF THE STATE HIGHWAY MAP; AND PROVIDING AN IMMEDIATE EFFECTIVE DATE."

     WHEREAS, Joseph J. Dunn was killed in the line of duty on August 14, 2014, when he was struck down by a vehicle being pursued by law enforcement; and

     WHEREAS, Joseph J. Dunn served his country as a Marine in Afghanistan and served his community as a deputy in the Cascade County Sheriff's Department; and

     WHEREAS, Joseph J. Dunn lived his life as a devoted Christian and family man who demonstrated his faith, hope, and love in boundless optimism, tireless self-sacrifice, and quiet courage; and

     WHEREAS, Joseph J. Dunn left behind two parents, two siblings, two small children, and a wife, as well as countless fellow law enforcement officers, all of whom loved and were loved by him; and

     WHEREAS, after 33 short years of life and so much yet to live for, Joseph J. Dunn gave the ultimate sacrifice while protecting the citizens of Cascade County; and

     WHEREAS, the 64th Legislature of the State of Montana wishes to honor his memory and commitment to service.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MONTANA:

     NEW SECTION.  Section 1.  Joseph J. Dunn memorial highway. (1) There is established the Joseph J. Dunn memorial highway on the existing Montana interstate 15 between the Ulm interchange and Gore Hill interchange, which is adjacent to the offices of the Cascade county sheriff's department located on Gore Hill in Cascade county.

     (2) The department shall design and install appropriate signs marking the location of the Joseph J. Dunn memorial highway.

     (3) Maps that identify roadways in Montana must be updated to include the location of the Joseph J. Dunn memorial highway when the department updates and publishes the state maps.

     NEW SECTION.  Section 2.  Codification instruction. [Section 1] is intended to be codified as an integral part of Title 60, chapter 1, part 2, and the provisions of Title 60, chapter 1, part 2, apply to [section 1].

     NEW SECTION.  Section 3.  Effective date. [This act] is effective on passage and approval.
