A leaked document from the U.S. Department of the Interior has raised some eyebrows among members of the Congressional Western Caucus, including Montana's U.S. Representative Denny Rehberg.

The document included summarized plans for 17 new monument designations throughout the west.

In 2001, the Missouri River Breaks National Monument in north central Montana was designated by Executive Order on President Clinton's final day in office.

At that time, Rehberg was upset that the proper legislative steps were not taken to make the designation, and now he's concerned similar action could be coming from the Obama administration.

Rehberg said, "The Western Caucus, all of us members from the west, are particularly concerned that this administration is going to do the same thing the Clinton administration did and circumvent the rights, responsibilities, and the transparency that would be inherent on having hearings in the House of Representatives and do it by fiat, by dictatorship, by executive order and we're very angry about it."

Rehberg will be back on Capitol Hill on Monday, and said that he plans to sit down with the Western Caucus to discuss the issue.
